Looks like it was soldered into something. My guess would be a little necklace charm. Looks old either way

I noticed the solder mark, was thinking it had a pin at one time.

I'm going with horse tack. A fancy bridle rosette perhaps? Cool relic whatever it is!

The textured side looks like it once had something decorative glued onto it.

Art Deco enameled pin. Missing the back. From the remains of pigment, it looks as if it had blue enamel covering the wavy textured surface. The three squares in the center were probably polished, or had engraved , or soldered on, initials or designs.
