At a glance it looks like a fired 22 cal shell casing stuck into a bullet hole in that black plastic

It's hard to read the lettering around the perimeter of the item...can you post one that's closer or sharper? And what does the other side look like?
I haven't spotted one that matches yours yet, but my guess is it's the medallion from an antique saw:

It says PAT JAN.7.79 with WS in the middle. It was found in road tear out in historical area. After reading that saw post, I did more research and noticed a lot of the eagle saw medallions say Warrantied Superior. Could this be what the large WS in the middle stands for? Who knows

Now that I know the size, I believe it is a metal button. The first picture on the black area had no reference to size.
