I would not remove that. That is the patina of an iron find. Its like you brush your old silver findings to glamour. It is the rest of the original surface of the iron.

I clean my iron under running water with a brass or nylon brush. Seems to get all of the black stuff off without messing up the patina too bad. I'll use some light steel wool if the brush doesn't get all of it off, but that seems to remove some patina as well, so be careful.
