Default tag of some sort?

Front says (I think) I.C.R.R. Bass. Reverse just the numerals 128. Any thoughts?

Loss like a hotel room tag. We have found a couple of those at ghost towns here on the west coast

I'd say the I.C.R.R. stands for Illinois Central Railroad, might be a tag from a old RR Lantern or something..
