Default Brass Buckle???

While hunting a site where a house built in 1942 once stood today I found this ornate brass buckle(??) I believe. Has anyone seen or found something similar to this and if so, could you please give me some information about it? At the same site today I also found my largest coin spill, 46 quarters in a 5 x 5 area Any help on the ID would be greatly appreciated. Thanks

Whatever that is, it's neat and you can tell it's pretty old. I bet someone really cherished that back in the day!
