So this is why the US Mint went with zinc for the memorial and new shield cents, they are BIODEGRADABLE!!
I can barely see the left part of the memorial, but enough to id it. This was found at the beach of a freshwater lake that's quite heavily used. Of course it also suffers from frozen ground syndrome!! The penny was just below the gravel, not quite deep enough in the ground yet. For fun and giggles I did get some nice signals elsewhere on the beach and park sections, but couldn't dig them yet.I found the quarter at 6 inches down in a large patch of lawn at my apt that somehow is not frozen until way deep down. Both were found with my BH Tracker 2. Sorry for the !!!! pic, our kids ruined our digital camera and had to use my crappy cell phone camera.

I have been noticing the same thing with the zincolns! I was blaming it on the heavy use of fertilizer since I am MDing in grassy parks. After reading where you found your zincoln, I am gonna blame it on the materials used!
