Reminds me of a zipper pull. But then there should have been some zipper teeth with it among all the buttons.

I'm going to say that it's part of a catch off an old pair of rubber galosh boots. Not the new type but the old style up thru the 70's. Was usually 4 on each boot.

I agree with this^. There were four or more adjustable catches on the galoshes and I remember losing a few.
