Found by a friend in his yard. The hole where the threads are does not go all the way through.

Lawn sprinkler? Holes around fluted piece? Garden hose threads?
 
Just a guess here.. it looks like a fluted reamer..self tapped into a water pipe..the screw in the end to release trapped air..I’m not a plumber..and I’ve never seen such a gizmo..but I ask myself what makes sense and this guess is my only thought.. I will follow this thread in hope someone actually knows the answer..
 
Is the fluted piece driven into a piece of wood ?
After looking more closely I see what you’re talking about..looks like a hole in the pipe and possibly a wooden plug...looks like a tapered reamer..but the screw on the end might be some custom alteration? Home made field repair bleeder valve is all I can guess???
 
I’m wondering if you hit the screw with rust breaker, if you could back it out and see if there is a hole all the way through..if there is, then it could be a home made bleeder valve..emphasis on “could” be...is there a wooden plug? As was asked previously...I’m curious to know...definitely an intriguing find..
