Sure looks like it. If you do a test in an out of the way area, like a small chisel and hammer test, does it splinter like wood or break like rock?
 
Sure looks like petrified wood. Not really "rare". Nice piece though. Whether it's Palm wood or not is hard to tell from your picture. Petrified Palm would have a very distinctive end grain. Almost like a bundle of straws. Put up a close up of the ends of the piece, will help with the ID. How big is it ???
