The main part that gets my attention is the cossed keys motif.
I did a google on that and came up with some cities generally in your area called Cross or Crossed Keys. It laso has religious meaning, although the part that goes in the lock would have a crucifix shape.
If those really are keys thenit's odd that the end that goes in the lock are not the same, that may have some meaning.
If those aren't keys then i don't know what they are, I'd say they have to represent a pair of keys.

If the small bit of metal on the top seems like there may have been more to it, then another idea would be a lid used to cover a key hole. There would have been a small hinge or pin on the top to swing or lift the cover out of the way.

The top did have an loop it crumbled off after i picked it up , thanks for help this is going to drive me nuts
