Small hatchet head?

Found this item across street from CW clash site. It seems worn down/broken but had some characteristics of and old iron tool. What do you guys think? I know rust it’s still heavy but I feel like it’s delicate so I been hand sanding it .

While it does appear to have that shape, the hole for the wooden handle looks pretty small

It might be a salesman sample of a hatchet. They would have miniature items of products to show prospective buyers. It was a lot easier then carrying full size items.

I am going with either a toy or a salesman sample. just can't see this being a tool that was hardened and sharpened.

Does seem a little small for a trade axe but maybe?

I have a very small ax that I inherited. I think it’s a wood working tool? Maybe for shaving spokes?

Looks a LOT like it has a decorated blade. If the design is letters, I get S A N(?)... so it's likely a toy or sample.
